Down Sampling is described in the manaul for ScalarTimeRatio but I don't see it in the interface. Should I add a ScalarTimeTransform before or after the ScalarTimeRatio to use DownSampling, or am I overlooking the setting in ScalarTimeRatio?

There is no down sampling in TimeRatio. It was a mistake in the manual. I corrected it.
